I generally don't like movies where the main character cannot succeed in anything. This is just a downer to me, and I would have given Small Crimes a 6 out of 10, but the creativity for the plot lifts it up one more point. 
I loved it when the main character Joe was rehearsing the dialogue before talking to someone. Unfortunately they stopped doing that early on. Joe is played by Nikolaj Coster-Waldau who does a pretty good job.

In general a decent ex-cop action movie that comes in just above average. If you are into the genre it is with watching for the sake of the creativity in the plot.
